With Michigan’s unemployment rate at 7.2% why are they having trouble getting U.S. workers?
This post has now been put at the top, at least for a little while. The comments are coming in and I want them to keep coming in. This is something that desperately needs to be discussed. NOW, discuss.
This is a quote I found in a citizen journalist article from digitaljournal.com. I am busy trying to find the letter i had once seen from US Representative Bart Stupak (D Mich 1st Dist) to Nancy Pelosi. Can’t find it, but it does exist. Anyhoo, I found this article.
Fewer foreign workers allowed in Mackinac Island Mich. this year

Mackinac Island is a famous tourist attraction that relies on hundreds of foreign workers every summer. Seasonal business owners are now scrambling to fill the spots as many of the workers are not being allowed to return.
They’re not trying to hard. Check out “how many” Help Wanted Ads Mac Isle businesses have placed in the St. Ignace News, or actually haven’t. There is 23 total ads looking for employees in the area. Only 5 are for the island. One is for a massage therapist, the other is for a nanny. I hope this is merely because the employers are waiting ’til time gets closer to “opening season.” As I have heard many of the store, restaurant and hotel owners have just now arrived the island to spring clean to open up. According to urban legend, right now all anyone has to do is show up and say they want a job and they’ve got it. Supposedly, if you want ten jobs, you’ve got ‘em.
MACKINAC ISLAND MICHIGAN–Last fall the H2B program was cut in half by Congress leaving many foreign workers unable to return to their summer jobs at many resorts including Mackinac Island.
Last fall Congress let an exemption lapse that had allowed some past visa holders to return to their old employers each year.
Even though the requests for visas from employers has mushroomed since 2002 in 1990 the the H2B visas were capped at 66,000 a year.
In 2004 Congress had allowed returning workers to be exempt from the cap. Last year more than 120,000 H2B visas were granted. The exemption expired in Sept. and Congress would not renew it. Among those hurt by the change are ski resorts in Colorado, crabmeat processors in Maryland, hotels on Cape Cod and landscapers in Ohio and Michigan.
Well at least Congress has done something good.
As reported in freep.com
“We will weather the storm, but it’s very, very difficult to make it work,” said Dan Musser, whose family owns Mackinac’s iconic Grand Hotel.
Out of the 650 people hired by the Grand Hotel each season about 375 are there on H2B visas. Even though some of them have worked there for decades none of them can return this year.
Musser said,
“It’s potentially devastating to all of us seasonal business owners.”
Musser is hoping to fill the number of workers that are needed by using two other types of visas. Plus being able to borrow H2B workers from hotels in Arizona, California and Colorado who had managed to get workers under the cap last winter.
Musser added
“The staff that guests have gotten to know over the years are not going to be there, we pride ourselves on service, and this will be a challenge.”
Why is Mr. Musser going out of his way to find employees out of state? And why must those employees be non-Americans? Oh, according to an urban legend, this is not the most assinine thing Mr. Musser has said. When he testified in front of Congress to beg for his precious Jamaicans, he said that Jamaicans are the best waiters in the world and his hotel can not function without them. Hear that Americans and Yoopers. He doesn’t think you can do a good job. Everyone say it with me, (smart-ass tone of voice) “THANK YOU MR. MUSSER!” Has anyone out there been to the island? You have to pay double or even triple the price for piddly things like a coke and burger. Hotel rates are exhoborent. I know, I know it’s the ambiance. The hotels out there are not Holiday Inn. But when compared to other bed and breakfasts of similar style, they are much higher rates. None of these hotel owners are suffering if they hire locals. Has anyone tried making a hotel reservation on the island and had to try to explain to a Jamaican that you want to reserve a room? Oh what fun.
Jam: Hello. (Doesn’t mention the hotel name)
Caller: Is this “ABC Hotel”?
Jam: Yes. What you want?
Caller: Yes, I would like to reserve a room.
Jam: What? What you want?
Caller: I would like to reserve a room.
Jam: OK, we keep room for you. (Doesn’t ask my name. Doesn’t ask when I would like to stay. WTF?)
Caller: What type of rooms do have? What are the rates? Do you have any rooms available for (fill in date).
Jam: We have nice rooms.
Caller: Thanks, I will call back later. (Don’t call back)
Not everyone is sympathetic with those who cannot get foreign workers.
Mark Krikorian, executive director of the Center for Immigration Studies, a Washington think tank that supports tighter controls on immigration said,
“There’s no reason to have H2B visas at all,”
“It’s based on the premise that there are jobs Americans won’t do. It’s absurd. “Employers need to increase wages, change benefits or come up with new ways of recruiting.”
That’s right, it is absurd. I am sick of hearing politicians from both sides saying “They’re taking jobs that Americans won’t do.” Maybe, just maybe, if we pull the rug out from under the welfare recipients, maybe just maybe there will be Americans willing to work any job that will put food in their mouths. I don’t know, maybe that’s just me.
With Michigan’s unemployment rate at 7.2% why are they having trouble getting U.S. workers?
This is my fave from the article.
What the employers all across the island are saying there are few people who are unemployed that want to relocate to the island to take a job that will only last for half of the year. There is little housing and especially for families. For those who are in high school or college they don’t want a summer job waiting tables and cleaning. What they prefer are internships.
Let’s all be picky now about what we will do and won’t do. Work ethics need to be brought back into this country. There are quite a few people in the Straits area who wouldn’t even need to relocate. Some of the people in the Straits area could take on a part-time Summer job to help with rising fuel and food costs. There’s housing available. You just will be stuffed in like sardines. From what I have heard about Jamaican housing, 16 to 20 will be stuffed into a four bedroom house.
Mary McGuire Slevin, director of the Mackinac Island Tourism Bureau said that they need workers who can arrive early and stay late.
The season used to last only June, July and August so students and teachers could be hired.
Now the island has visitors from late April to November. H2B workers can work all of those months but students and teachers are unable to do so.
Students are hired for the peak months but the H2B workers are the ones that open up the hotels in early spring and help close them after Halloween.
Here’s my solution to the students needing to leave early. It’s just a dumb theory, but it is a solution nonetheless. There are contractor guys in the area who get laid off in the fall and collect unemployment, about $750 every other week. When the painting, flooring, remodeling and etc. jobs dry up. They can extend their working time and not collect unemployment as early by closing up the businesses. This would save the taxpayers a little money. But what do I know?

Welcome to the home of barstool politics!
Michigan Redneck is a former Republican Loyalist, who is now a Libertarian minded chick. She loves the USA and will do all she can to keep this republic a republic. She loves Rockabilly music, clothes, decor and Pabst Blue Ribbon Beer, but is not a hipster. She grew up in the Flint, Michigan area and is currently living in the Upper Peninsula. She is a blue collar worker who is eligible for many gubmint handouts who refuses to sign up for these programs. She pays her bills according to which utility threatens to shut her off first. She struggles was raised that to get what she wants and needs, work for it.
Her political views lean towards Fiscal Conservative. Believes the gubmint needs to get out of the way and let the free market work. Believes both of the two main political parties need to get out of the business of social issues. In this blog I will alert readers of what is going on around them in my outside the box way. I WILL call out hypocrites, from all sides of the aisle.

I am a Michigan resident who supports the H2B visa and the “returning workers provision”. What is the true nature of seasonal work? It is temporary and minimum wage–although often times it is more. It IS supplemental income for a family or an individual and often unsuited for those citizens who prefer full-time, year-around work. College students now take summer classes or internships and both college and high school students are not available at the beginning of the season which often starts before school is out; nor are they available for the last part of the season once school resumes. The location, schedule or physical demands may make seasonal work a poor fit. Seasonal work can help unemployed citizens but it cannot be the answer to unemployment. This contradicts those who also say that there are enough unemployed citizens for all the seasonal jobs! Employers also have a mandated window that the Government requires them to use for advertising the jobs needed which does not occur close to the actual job stating time. Seasonal workers support the jobs of the
American full-time citizens who continue to work for a company once the peak season work is over. The income earned by an American or Foreign worker at the minumum wage scale (often more) keeps the product, service or activity affordable to the seasonal customer/consumer.
Isn’t it better for those who collect government assistance year round to have a job in the Spring, Summer and early Fall and not be a burden on the taxpayer at least for those 6 or so months? Plus it would save on taxpayers not having to pay for government paperwork and bureaucracy. A job is a job. Some people may “prefer” year-round work. But if it isn’t available, then take what you can. Sometimes Americans need to migrate to where jobs are available. If a tourism job is available in the North during the Summer and a tourism job is available in the South during the Winter then just go back and forth. I wonder who is paying for seasonal workers to travel back and forth?
A couple points:
1) The Grand can’t hire most yoopers because most yoopers are white. White waiters wouldn’t exactly fit into their little animatronic plantation theme park.
2) Spot on re: the welfare state. These aren’t jobs Americans CAN’T do… they’re jobs Americans WON’T do because it pays better to sit at home and watch Jerry.

Nick,
On point 1), I don’t know how sure I am about that. My mom feels the same way as you. It is rather funny that Dan Musser is so hell bent on having Jamaicans to be his workers.
Does anyone see how odd it is that Michigan and American business owners complain about paying too much in taxes? I can sympathize with those who hire locals, whether year round or not. But the ones who hire “guest workers” are paying the living expenses of those they aren’t hiring when they pay taxes. Those should be the ones paying the most in taxes. Take the tax burden off businesses that hire locals. We’re all paying for the living expenses of those who aren’t working.
I think the Republicans who support this “bi-partisan” “effort” are being snookered. Consider that Nanny-state Pelosi and Bart Stupak want more workers here. They also want socialized medicine and giving more benefits to the unemployed. The “best” way for them to accomplish their goal is to bring in foreign workers and have as many Americans as possible on assistance. This way the Democrats can lord it over everyone.
Wow I hadn’t even gotten to this article yet, and posted one myself.. Same theme.
Pay more when you cannot fill at the rate offered. The funny thing is.. where the heck is the UNION outrage?
Are each of you willing to work a seasonal job for part of the year? Seasonal jobs DO NOT equal year-round, full-time work no matter what the pay is. Then again one could go on unemployment for the rest of the year…
Hell yeah I am willing to work a part time seasonal job. K.Leblanc, when I got my house I was working a full time job, with a part time job on the side. This was my part time winter job. Then I would work a different part time job in the Summer, in addition to my year round full time job. Well, the place I worked in the winter was sold by my dear boss who was awesome and bought by some hoighty toighty rich guy from Charlevoix, ya know where John Ramsey (Jon Benet’s dad) lives. He decided that he would only keep it open during the Summer and hire Jamaicans. He gives boku bucks to the Republican State Party to look like some big shot. Now the owner of my Summer job has passed away and the store will not be opening. When I had these jobs I was not struggling for nothing. I seemed to always have extra $ on hand.
Now I need to find a part time job, at least for the Summer if nothing else. My bank account is almost always -. Let me ask you this. Have you ever had your utilities shut off?
About your last sentence, “Then again one could go on unemployment for the rest of the year…” Unemployment for the REST OF THE YEAR is better than unemployment for the full year. It is better for the tax payers. Taxpayers, including Mac Isle business owners, will pay less in taxes. It is better for the unemployment recipients. They will have a sense of dignity. Does anyone in this country know what that is anymore? Please, take a look at this post, http://michiganredneck.wordpress.com/2008/04/27/frantisek-kalis-worked-two-jobs/, about my ggg-grandfather who worked two jobs to support a wife and 11 kids. He did everything he had to do, including uprooting the family to where the jobs were. And this was not moving just once or twice. He moved the family quite often.
Have you ever watched “Little House on the Prairie”? If not, I advise you do. There is a great moral lesson in every episode. When Charles Ingalls ran into financial difficulty he didn’t cry to the gubmint. No, he took it upon himself to find a job. Even if that meant leaving the family to work in another town and send money back.
I blame the gubmint. They are the ones trying to make Americans be beholden to the gubmint to lord it over everyone. That is why Nanny-state Pelosi and Bart Stupid want as many foreign workers here. Instead of trying to reform welfare. I say any town that has seasonal jobs, not one person should be recieving benefits during the time that these seasonal jobs are open. If businesses still can’t find employees, they should look for people in the most hardist hit states to come and work.
I agree with you about you needing (and benefiting) from your full-time job with an additional and important seasonal job. I am one of many who live paycheck to paycheck and I am familiar with multiple phone calls to see when when a bill(s) will be paid. Part of the problem with the H2B is that the Government requires employers the following: “To allow time for processing delays and correction of application errors, the employer should file the labor certification application at least 60 days before the worker is needed, but cannot file more than 120 days before the worker is needed in order to ensure a timely test of the labor market.” This time frame makes it necessary for someone interested in seasonal work to start looking about 2 months before the season starts. If I were in college, I would be focusing on finishing the last part of the semester
opps…there is a need for seasonal workers whether they are foreign or not. You are unique: hard working and probably open to any available job. For someone with a full-time job, seasonal work is supplemental help and would probably need to be close to home. Seasonal work can help someone who is unemployed but it is not the answer to unemployement. While a guest worker’s whole focus is the seasonal job, you and I have other interests/demands outside of the job–if we ever had time for our family besides eat, sleep and work. A local could start a job, lose interest and decide that they will not do this next year OR just simply quit. This does not help an employer. Will the solution be acceptable to everyone–probably not. I hope you and others who are looking for seasonal work are successful! “Little House on the Prarie”–many enjoyable viewing hours…
Hi,
I think there are so many misconceptions about how we hire here so let me just start with the St. Ignace News. Its a small local paper and the town of St. Ignace has the same troubles we do hiring locally. During the winter we have a high unemployment rate but in the summer its less than 1%. It would be foolish to advertise in the local paper for jobs when the applicant pool is already taken working at local businesses. We offfer employement online at http://www.mackinacisland.org/employment.html, promote employment on Michigan Works, go to job fairs at all Michigan colleges and many out of state as well. We also advertise in the Detroit News, all Booth Newspapers, you get the idea.
What needs to be expressed is that many people will not come and live here for the six month season. They will not give up their lifestyle to work for a temporary job. That is all we have to offer as there is barely any winter work. So, we have to rely on those that “follow the sun.” Generally, you can get them to come back for up to four or five seasons then we start all over again trying to find good staff. Hospitality is not the highest paying field, especially when you compare it to an autoworkers wage. But, it is fun and in beautiful places and for those that like the lifestyle, find plenty of work here and around the country.
Many people that prefer the unemployment lifestyle would not be suited to work here.
Hey K.Leblanc,
I guess I misjudged you. I assumed that you were someone with lotsa money and didn’t understand what it’s like to struggle to pay groceries and bills.
Sally,
There should not be “preference” for unemployment. The government allows for “preference.”
Basically, it boils down to government needs to severely reform welfare and any other assistance. Supposedly Congress and many states reformed welfare about 10 or 15 years ago, but I do not think it was reformed enough. If people are given the choice of work or don’t eat, don’t get clothed, don’t have running water, electricity or heat people would be more than happy to migrate where the employees are needed.
Where are the 7.2% unemployed Michiganders living? They must be getting help to live somewhere. If they didn’t have that help they would be homeless. They would be glad to live and work anywhere. Even if that meant they would live and work one place for six months and live and work someplace else for six months.
Something ain’t right when I go shopping at Family Dollar and see a Jamaican with her shopping cart full. Only to go to Glen’s and stand in line behind a local who buys one set of groceries that is WIC approved. Then buy another set of groceries of beer, pop, kiddo snacks, junk food and other stuff using cash. Why isn’t she working, or if she is, why isn’t she working a suplemental job? If the state takes away her assistance she would be happy to have a job. I guess she could find more boyfriends to have babies with and support her.
In Arkansas my great grandfather worked for the railroad and the family never had a permanent home. He moved to wherever he was needed to work. When work wasn’t available in Arkansas during the winters, he would come up to Michigan to work for GM and send money back to the family.
I think what it all boils down to is, there needs to be a work ethic brought back to this country. With the way the economy is going, locals with full time jobs should be getting to the island, Mac City and St. Ignace to get a part time job to save for the winter. But I guess that is just me.
For all the locals who are on assistance, cash strapped Michiganders and business owners are paying for their “lifestyle.”
Sally, After all that, what are the chances someone could get a part-time job on the island?
you sure can get a part time job here on the island,
just be prepared to pay 15$ a day in boat tickets
According to local legend, some businesses on the island are paying boat tickets. Some housekeepers on the mainland left the hotels for higher pay on the island, plus free ferry rides. That’s what I heard.
Oh well, I may have leads on the mainland.
i dont know of ONE business that will pay for boat tickets-
i do know that sheplers gives VERY few passes to MPR managers and supervisors- please tell me the name of those businesses…….i just shelled out 220 for boat tickets
I will try to find out who, and get back with ya on that. All I know is there have been people leaving jobs on the mainland. There must be some incentive.
MPR will pay for a boat pass if you are a commuter, it is part of your contract that you sign before you start work, even if you are not a manager or supervisor.
